Health Wagon Medical Clinic
Project Activities: The primary purpose proposed for this project is the construction of a new 5,000 sq ft medical clinic that will provide free dental, vision and medical care to un-insured and under insured patients in Dickenson County and surrounding area residents. All construction will take place inside the Dickenson County Technology Park, in Clintwood Virginia.
FINDING OF NO SIGNIFICANT IMPACT
The Health Wagon has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Policy Act of 1969 (PL 91-190) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file the above address and is available for public examination and copying, upon request, at the Dickenson County Board of Supervisor’s Office between the hours of 9:00 a.m. and 5:00 p.m., Monday – Friday.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the DHCD’s Richmond Office responsible for receiving and responding to comments. All comments received by Thursday, August 15, 2019 will be considered by DHCD, who will not release any ARC funds or take any administrative action on the within project prior to said date. Comments should specify which aspect of the environmental review they are addressing.
ENVIRONMENTAL CERTIFICATION
The Department of Housing and Community Development certifies to the State of Virginia that name of Erik Johnston in his capacity as Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and these responsibilities have been satisfied. The State of Virginia’s approval of the certification satisfies its responsibility under NEPA and related laws and authorities and allows the Friends of Southwest Virginia to use Appalachian Region Commission (ARC) Program funds.
Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58, Sec.58.76), and may be addressed to:
